As part of their commitment to international development cooperation, governments of developed nations offer scholarships to students from developing countries. Government scholarships are usually implemented as part of bilateral agreements between developed nations and developing countries.
The most popular and the largest of such scholarships are being offered by the United States, UK and the British Commonwealth, The Netherlands, Belgium, Sweden, Switzerland, Norway, Australia, New Zealand, and Japan. Most government scholarships are development scholarships wherein students are expected to return back and serve their home country after completing the scholarship.
